"Wizards of Apartment 13B" is the twenty-second episode of season four of Wizards of Waverly Place, and the 103rd of the overall series. It first aired on October 7, 2011.

Alex and Harper move into an apartment building with a secret 13th floor for wizards and other creatures in the wizard world, despite Harper not being magical
Summary
Alex and Harper move into an apartment building with a secret 13th floor for wizards and other creatures in the wizard world. The apartment only allows wizards and creatures (from the wizard world: zombies, ogres, ghosts, etc.) on this floor.
Justin gives Harper a training wand that can only open things even if you don't have magic, allowing her to pass herself off as a wizard.
