Billie Russo is the main protagonist and one of the main characters in the Disney Channel Original Series Wizards Beyond Waverly Place. She is the honorary daughter and child of Giada and Justin Russo. She is Roman and Milo Russo’s honorary sister. She is the honorary niece of Alex and Max Russo. She is the honorary granddaughter of Theresa and Jerry Russo. She is Winter's Best Friend. She is a powerful young wizard-in-training who gets sent to live in the mortal world to live with the only wizard teacher that can teach her how to control her powers Justin Russo, the former Headmaster at WizTech. In Nigh is Now!, she officially declared herself as a Russo, becoming a member of the Russo family. She is now one of the newest wizards alongside her now honorary brothers Roman and Milo Russo. She is portrayed by Janice LeAnn Brown.

Billie is a special wizard who requires her power to be controlled carefully, but the reasons are not yet fully known. The Wizard Tribunal wants to take Billie's wand away from her. Billie's last chance is with Justin Russo as her wizard teacher.

Billie is a powerful young Wizard-in-training who is funny, mischievous, spunky, rebellious, stubborn, sarcastic, sassy, fun-loving, and self-centered and uses magic irresponsibly or for selfish reasons much like Alex Russo, with a lack of discipline.

Billie was born sometime in the 2010s to an unknown Wizard family. Every Wizard Teacher before Justin gave up on her because of her mischievous ways and lack of discipline. It's heavily implied she grew up alone.

In Everything is Not What it Seems, Billie first meets Justin Russo on his 34th birthday when his younger sister Alex Russo takes her to the mortal world to go visit her older brother Justin to convince him to be Billie's new Wizard Teacher after getting kicked out of WizTech. When Alex forces Billie to enter Justin's house through the front door like a normal person does instead of walking through a mirror Justin opens the front door and is very confused who is this random girl that just walked in his house. Then when Alex Russo first arrives at her older brother Justin's house with Billie on his 34th birthday, he asks Alex if her and Billie came here to surprise him on his birthday. In Mortal Vibes Only after Billie ran away, Justin went into the Wizard World to find her and bring her back to the Russo Residence. In When You Wish Upon a Squonk, Justin even admits to Billie that he would do anything to protect her, such as not telling her about the prophecy, not wanting to scare her. Justin is the only teacher who’s ever believed in Billie.

Billie first meets Giada when Billie is sent to the mortal world to live with the only wizard teacher Giada's husband Justin Russo who can teach her how to control her powers. After knowing Giada for only 2 days, Giada refers to Billie as her "favorite" in front of her sons Roman and Milo Russo. Giada often gives Billie advice that a mother would normally give to their children, acting as a parent towards her, such as in While You Were Sleepcasting, Giada tells Billie that she shouldn’t be embarrassed to wear her headgear around Eva Morales if it’s something she needs and if Eva can’t accept that, then she is not worth her time.

Billie and Milo have a good relationship. In the episode Hit Me With Your Best Bot, the two worked together to create a robot using magic.

Billie and Alex seem to have a good relationship, as the two are similar in personality, both being sarcastic, rebellious, and lazy individuals who use magic irresponsibly. In Nigh is Now!, it is hinted at that Alex has a deeper connection to Billie.

In We're Gonna Need a Bigger Float, Billie first meets Jerry when she goes to the Spell hotline for help on her wizard homework. At the time Billie had no idea that Jerry was her Wizard teacher Justin Russo's father until Justin introduces Billie to his father in The Russo Family Lair.
Theresa Russo (honorary parental grandmother)
When first meeting each other, Theresa gave her a big hug and said that she had heard so much about her, in which Billie replied what do you hear cause whatever it is, I didn’t do it, in which Theresa then agreed that Jerry was right that she is just like Alex.

Nerissa (friend)
Billie first met Nerissa at WizTech. At some point they became friends. Before Billie got kicked of WizTech, they were known as "The Chaos Queens" because they caused a lot of trouble when they were both students at WizTech. In Ain't Gnome Party Like a Wizard Party, Billie tells her mortal best friend Winter when they are hanging out that in the Wizard World she had this cool friend named Nerissa at WizTech. Shortly after Billie tells Winter about her friend Nerissa from WizTech, Billie gets a WandTime (Wizard term for FaceTime) call from Nerissa because she put a gossip spell where she can hear every time mentions her name.

- According to Janice LeAnn Brown who plays Billie revealed in an interview that she named Billie's wand "Bobby" because she thinks that Billie would just give her wand a causal name.
- Apparently it was planned that Billie would be Justin's long-lost daughter and would be surnamed Van Heusen (suguging that she would be Juliet's daughter), but this was ruled out in the final series.
