Bigelow McFigglehorn is is a member of the Wizard World Tribunal as well as a Minister with the Ministry of Education. She has secretly become the complete unquestioning servant of Lord Morsus. But she was ultimately freed after Alex Russo destroyed the Eye of Evilini, with limited memory of what occurred to her while under his influence.

Bigelow McFigglehorn was a resident of the Wizard World that was a Minister for the Ministry of Education. She was assigned to administer a pop magic quiz to a young wizard named Billie at the home of her Magic professor, Justin Russo. Thus, the official booked a ticket on a Ghoul Hound bus to the nexus where she could access Staten Island, New York in the mortal realm.
However, the trip was a nightmare, causing her to be late, and she was apologetic as she exited the portal leading to the Russo residence. But as she set her travel bag down, the minister was greeted by a startling sight, as along with Professor Russo, Billie, and a young boy she did not recognize, stood an exact duplicate of herself in the Russo living room. After the boy asked who she was, McFigglehorn identified herself. Yet when Professor Russo confronted the apparent doppelganger, the figure shifted their shape into a striking woman dressed in a black and purple robe, proclaiming her name as Morphia Murkshadow.
After declaring Billie was coming with her, the impostor drew her wand and magically created yellow bonds which bound the hands and feet of everyone else present. When Billie asks if anyone anticipated that happening, the males replied negatively, while McFigglehorn pointed out she had only just arrived. After Morphia Murkshadow allowed her captives to sit down, the evil Wizard gloated gleefully about how successful her mission to locate a powerful young wizard named "Billie" had been. Professor Russo objects, and Billie demands to be released, but Morphia Morphia Murkshadow mockingly, disregards them.
When Russo mentions having gone to the airport to ostensibly pick her up, Morphia Murkshadow clarifies that had merely been a ruse to draw him away from the house so Billie would be left alone. She then implies she took the shape of Minister McFigglehorn to approach her target unaware, in order to gauge what Billie's abilities were. The real McFigglehorn notes that made sense, although she confesses, she still has no idea what was going on. Morphia Murkshadow then derides the teen male captive, stating that she should have never thought he could ever have been a powerful wizard. The boy objects, yet while Billie grants Murkshadow was evil, she also admits the woman was not wrong in that observation. McFigglehorn and Russo then begin to protest, but Morphia Murkshadow points her wand at them to produce yellow gags over their mouths, to cut them off.
The sinister wizard then informs her victim she was personally leading the frightened young wizard towards her doom. Leaning over to raise the younger wizard to their feet, Morphia Murkshadow reveals there was someone who was really eager to meet Billie. The evil woman then began forcibly shoving her struggling prisoner towards the mirror portal, Billie called out to her teen friend, apparently named "Roman" to use her wand. The boy sends a mystic bolt across the room causing a teddy bear perched on a table to grow to enormous size, which flops off to fall upon the floor. Roman proudly states he performed magic, but Billie clarifies she wanted him to cast a spark spell at her captor. Roman tries, but whatever granted him temporary magical powers apparently wore off. Roman worried he cast the spell incorrectly, but Billie figures the Power Glass they had used ran out. The boy wants it made clear that he did not do the spell wrong.
Bound and gagged, McFigglehorn, can only watch helplessly as Morphia Murkshadow dragged Billie closer to escape through the mirror portal. Billie defiantly states she wasn't going anywhere with the older wizard. The woman mockingly asked who was going to help Billie, as there was no one left. Professor Russo urgently mumbles something, although Billie cannot understand exactly what. Despite herself, Morphia Murkshadow relates she thought he said "Mister Fuzzy Bottoms." but dubiously concludes that could not be right. Realizing that was precisely what her teacher had said, Billie stomps on her opponent's foot, and once free. hops towards Roman to retrieve her wand. Billie then casts the puppetting spell on the now enlarged stuffed bear, who was apparently Mister Fuzzy Bottoms, causing the large bear to rise to its feet behind Morphia Murkshadow. As Professor Russo gave a double thumbs up sign, McFigglehorn nodded her head with interest. Then Morphia Murkshadow, was hardly fazed by the giant bear, dismissively turning her back and asks if it was going to "snuggle her to death." Mister Fuzzy Bottoms then tackled the evil wizard from behind, driving her to the floor. Noting that was how they snuggled on Staten Island, Billie next had the bear perform an elbow drop on the fallen foe.
McFigglehorn and Professor Russo exchanged astonished looks as Billie kept up the attack. Rising to a standing position, Morphia Murkshdow rained ineffective punches upon the stuffed bear, who merely grasped her hands in his paws. Murkshadow vowed that Billie would never beat her, and that the fight was not over. But Billie disagreed, having the huge bear use a powerful belly bump to bounce the defeated woman down to the floor. With a final taunt, Billie released Mister Fuzzy Bottoms, and the huge stuffed toy fell inert to the floor. Turning to face the others in the room, Billie proudly stated that was how the Puppet spell was done. Both McFigglehorn and Professor Russo looked impressed. Using her wand, Billie then dispels Murkshdow's bonds, finally releasing everyone.
Rising up to her feet, and withdrawing her own wand, Bigelow McFigglehorn moves to confront Morphia Murkshadow as the beaten evil wizard struggled to climb up from behind the couch. In an authoritative voice, the Minister declares Morphia Murkshadow guilty of attempted wiznapping, unsanctioned magic and identity theft. Billie offers to turn herself in for the illegal use of a Power Glass between a Wizard and a Mortal. However, placing a restraining hand on Morphia Murkshadow, then McFigglehorn states ignorance of Billie's claim, declaring she only witnessed a powerful young wizard demonstrate her magic by apprehending a dangerous shapeshifter. Despite being taken into custody, Morphia Murkshadow gratefully thanks McFigglehorn for deeming her "dangerous." Telling Professor Russo to keep up the good work, Minister Bigelow McFigglehorn spins her wand in a circle and vanishes along with her prisoner back to the Wizard World.
Raiders of the Locked Archive[]
Several months later, in her capacity as spokesperson of the Wizard Tribunal, Minister McFigglehorn magically contacts Professor Russo through the television in the living room of his residence. She announces that due to the removal of Alistair Goodspeed's candidacy for tribunal membership (as a result of Alex Russo revealing the former WizTech Headmaster being the actual architect of the infamous "Unicorn Incident,") Justin Russo has been named as a possible candidate for the prestigious position, and tells him to report as soon as possible to the Tribunal Tower located in the Wizard World. Before ending the call, she reveals there was also a lot of loose change under the Russo couch. Shortly afterwards. within the Tribunal Tower, as Minister McFigglehorn descends the stairway from the prisoner holding cells to the floor containing the Tribunal Council Chamber, she spots Justin Russo sitting nearby with a red-haired woman and bids him welcome. Justin acknowledges the Minster, and introduces the lady with him as his wife, Giada. The mortal woman inquires how often the Minister utilizes the TV in their home. When Minister McFigglehorn replies not very often, Giada states she would have preferred the answer to be never. Justin then asks what the next step in the process was, whether it was taking an oath, giving a speech, or filling out some paperwork. Minister McFigglehorn explains that may become necessary later, but after Justin's candidacy was announced, a few citizens from the Wizard World volunteered to be character witnesses for him. Then Justin seems nervous that his sister Alex was among them, but Minister McFigglehorn, reveals that Alex was at the moment, away on a mission for the Tribunal. She states the witnesses were down the hall, indicating a Centaur who was holding a Garden Gnome. Minister McFigglehorn then wishes Justin good luck and confides that she can't' think of any reason for him not getting the job, with a laugh as she enters the Tribunal chamber. When the Wizard Tribunal convenes to listen to any citizens that wish to comment upon Tribunal candidate Justin Russo, only the Cyclops proprietor of the Eye Has It shop in the Wizard Market, volunteers to make a statement. The Cyclops presents a meme from the Wizard World web which has been made from a recent encounter between Justin Russo and himself in front of his shop at the market. It depicts the pair colliding, with Justin seemingly making tactless comments which mocked the other's single-eyed status. Then with a wave of her wand, Minister McFigglehorn halts the projection, noting the clip was highly inappropriate, but admits it had a catchy beat. The Cyclops asks those present to imagine the humiliation he has felt as the meme has gone viral. Justin states he was starting to, as he was seemingly unaware the meme existed. The aggrieved Wizard World denizen insists it demonstrated exactly what kind of man Justin Russo was. Then Giada, attempts to defend her husband; however, the Cyclops recognizes her voice, and accuses her of being the Troll that had also accosted him that same day at the Wizard Market. The mortal woman states she was clearly not a Troll, but admits the accusation was true yet claims she did it to help Justin fool the Cyclops. Minister McFigglehorn holds her hand over her heart in shock upon hearing the confession, as similar reactions were displayed by the Cyclops and the rest of the Tribunal members. Justin gently pulls his wife back, murmuring to her that she was not helping. After the Cyclops finished his testimony, Minister McFigglehorn asks Justin Russo if he wants to add anything, confiding that she sincerely wishes he does. With some encouragement from his wife, candidate Justin Russo begins to address the Tribunal admitting that what they have heard about him, may make him seem unsuitable to join them but then seems distracted but what he observes in the corridor outside the room. Minister McFigglehorn has to call out his name to regain his attention. Starting again, Justin claims there was nothing more important to him than speaking with the Tribunal, but then announces that he had to go, and swiftly exits the council chamber. Noting his appearance before the members of the Tribunal had been a rollercoaster, Minister McFigglehorn calls for a vote on Justin Russo's admission to their ranks, stating that she had already made up her mind. However, Giada tells them to wait, declaring that they cannot start the vote yet. When Minister McFigglehorn asks why not, the mortal woman insists they don't know who her husband really is, Giada admits that Justin just left without any explanation, and that she was merely a mortal, who at the moment did not know how she was going to get back home. Minister McFigglehorn urges her to get to the point.

- Apparently, Minister McFigglehorn turned Morphia Murkshadow over to the proper Wizard World authorities, and the criminal was swiftly sentenced to incarceration at the Wizcatraz Island Prison.
- It was not made clear if McFigglehorn was informed of Morphia Murkshadow's subsequent disappearance, but seems likely as a member of the Wizard Tribunal.
- She was revealed to be a member of the Wizard Tribunal in Raiders of the Locked Archive.
- It is implied Minister McFigglehorn is evil, or under an evil influence in Nigh is Now! It is more likely that she is under an evil influence as her eyes glow red in tandem with the jewel.
- McFigglehorn fell now under the absolute control of Lord Morsus,
