I think Billie is more likely to be a foster child than an orphan because she mentioned that she has been kicked out of every home she has lived in. I think her biological parents kicked her out of the house for causing too much trouble with magic and want nothing to do with her. I hope we can learn more about Billie's biological family in a future episode.
